DPRK and the CTBT: What Could Come Next after the Moratorium?

At the 25th anniversary of opening for signature Comprehensive Nuclear-Test-Ban Treaty (CTBT), this paper seizes opportunity a self-imposed nuclear test moratorium by Democratic People’s Republic Korea (DPRK), analyzes Kazakhstan’s experience in dismantling its site, and proposes three policy recommendations as potential solutions to stir DPRK join CTBT: First, international community should count DPRK’s signing CTBT reason consider relaxing sanctions against future; second, encourage vote favor UNGA resolutions on first step forward towards final signing; third, CTBTO Preparatory Commission (CTBTO) inviting training workshops build trust. Together, these actions could not only push with coming into force but also melt current stalemate engaging positively.
